Francesca Bria 
Director The New Hanse, President Italian National Innovation Fund 

Francesca Bria is the President of the Italian National Innovation Fund and is a Board Member of the Italian public broadcast company RAI. She is Honorary Professor in the Institute for Innovation and Public Purpose at UCL in London and she is part of the High-level Roundtable for the New European Bauhaus set up by the EC President Ursula von der Leyen. She is the former Chief Digital Technology and Innovation Officer for the City of Barcelona in Spain. She has served as Senior Adviser to the United Nation (UN-Habitat) on digital cities and digital rights. Francesca Bria was leading the DECODE project on data sovereignty in Europe, and a Senior Adviser on the EC programme STARTS (Innovation at the nexus of Science, Technology and the Arts).  

As a director of The New Hanse, Francesca strategically leads the project and is the Chair of the Data Commons Working Group.

Ariane Haase 
Project Lead The New Hanse 

Ariane studied socio-economics and business administration and has more than seven years of experience in consulting at EY in Berlin, London and Hamburg. 

She is passionate about turning ideas into products and services. At EY, she focused on advising interdisciplinary innovation ecosystems in terms of strategy, financing and organisational/governance structures. Ariane expanded her focus in 2019 to advising large scale investment projects in terms of location strategy and investment incentives throughout Europe.

Hamburg-born Ariane is the project lead of "The New Hanse”, holding all project strings together and ensuring alignment and knowledge transfer between the challenge and the DCWG as well as the various stakeholders.

Sebastian Hofer
Innovation Manager & Lead of Urban Data Challenge

Sebastian is a curious and attentive innovator with many years of diverse professional experience in the field of Micromobility and Mobility-as-a-Service. He studied Mechanical Engineering at the TU Munich, which led him to design bicycles and bicycle related products and digital services. Prior to THE NEW INSTITUTE he worked for Hamburger Hochbahn as Innovation Manager and built an Innovation Consultancy called freifahrt and also hosted a podcast and published articles on mobility culture.

His eagerness to experiment around the connection between collective change on the outside and personal change on the inside and shaping more sustainable, livable and greener cities led him to THE NEW INSTITUTE. 

At THE NEW INSTITUTE Sebastian is the Innovation Manager for the project "The New Hanse".

Lion Rackow
Project Coordinator The New Hanse

Lion studied political science in Hamburg and Copenhagen with a focus on democratic theory and climate policy. In addition, Lion gained practical experience at UNHCR, the UN refugee agency, and in various initiatives and projects in the fields of media and science communication. He has now joined THE NEW INSTITUTE to promote the green and digital transformation of his hometown Hamburg together with his colleagues at “The New Hanse”.

Wiebke Hallerberg
Project Coordinator The New Hanse

Wiebke has joined The New Hanse team as a project coordinator to support the Urban Data Challenge with her prior expertise in the Startup scene. She worked at the northern Startup network “Hamburg Startups” and was responsible for the growth of the tech Startup “OURZ”, promoting transparent supply chains in the food sector. She founded and supported the sustainable oriented “Good Food Collective” as a board member. Wiebke studied Cultural Studies in Luneburg and Communication Science in Amsterdam.

Oleguer Sagarra
Strategic advisor to THE NEW INSTITUTE and Technical Co-Lead of the Data Commons Working Group

Olegur Sagarra is co-founder and co-CEO of Dribia, a data science innovation studio based in Barcelona. Dribia specialises in data strategy and design, implementation and maintenance of tailored algorithmic solutions that use advanced analytics and machine learning to understand, predict and optimise business processes for the private and public sector. He holds a MsC. in computational physics for UPC, his PhD focused on Network Science and human mobility at the University of Barcelona and included a stay at MIT working on research in urban shared mobility solutions. Oleguer keeps his research connection by participating in research projects, such as H2020 EU project DECODE, where he acted as pilot technical coordinator.

In line with that experience, Oleguer advises The New Hanse and acts as the Co-Lead for the technical work stream of the Data Commons Working Group. 

Ana Paola Lopez
Innovation and Challenge Expert Advisor to THE NEW INSTITUTE

Ana Paola is a public innovation specialist with 15 years of experience providing advisory services to governments worldwide on how to identify and tackle key needs, translating challenges into opportunities. She is an adviser on the Challenge Framework for the New Hanse Program of The New Institute. She is also a public speaker, mentor, and workshop facilitator. As a consultant she has designed and managed projects on sustainability, urban resilience, climate change policy, social development and urban poverty alleviation, collaborating with the private and public sector (Barcelona City Council, Mexican Federal Government) as well as international organizations (World Bank). She managed Barcelona’s Innovation Lab (2018-2019). She has spoken at international forums such as the UNECE (Geneve), the European Commission (Brussels), Mayors Challenge LATAM (Bogota), the World Urban Forum (Medellin) and Smart City Expos (Barcelona). She holds a Masters Degree in Environment, Development and Policy at the University of Sussex.

SENATE CHANCELLERY

As part of the innovation and cooperation project ‘The New Hanse’, the Senate Chancellery and the Office for IT and Digitalisation assumes a central coordinating role of all the city’s stakeholders, with the objective of further advancing digital policy aspects. One of the key elements of this projects is the joint Urban Data Challenge.Hamburg recognised at an early stage that digitalisation is a process that affects and changes all areas of society and the community as a whole. Against this backdrop, in 2019 the Senate established the Office for IT and Digitalisation (ITD) within the Senate Chancellery and appointed the Chief Digital Officer (CDO) of the City of Hamburg, Christian Pfromm. ITD is responsible for central management of the city’s digitalisation activities and has developed the “Digital Strategy for Hamburg”. The focus of this strategy is how digital technology can be used profitably to providecitizens with a high and sustainable quality of life in the future and to create an attractive environment for business and enterprises. Almost all aspects of the city are taken into account in the process. As part of the city’s strategic orientation, Hamburg also relies on cooperative ventures with innovative companies and thus contributes to the acceleration of digitalisation.

Jan Pörksen
State Secretary and Head of the Senate Chancellery

State Secretary Jan Pörksen, born in 1964, studied law in Freiburg and Geneva and completed his examinations as an articled clerk in Hamburg. After holding various leading positions in the Hamburg administration, Mr Pörksen was Budget Director of the City of Bremen from 2006 to 2011. He then held the office of State Secretary of the Hamburg Authority for Labour, Social Affairs, Family and Integration from 2011 to 2018. Since 1 October 2018, he has been head of the Senate Chancellery and thus politically responsible for tasks such as the digitalisation of Hamburg’s administration.

Christian Pfromm
Chief Digital Officer (CDO)

Christian Pfromm, Chief Digital Officer (CDO) of the Free and Hanseatic City of Hamburg, is a trained banker and business informatics graduate who has worked in various management functions within the industry. Since 2018, Christian Pfromm has been the Head of Department for IT and Digitalisation of the Senate Chancellery,  responsible for Hamburg’s further development into a digital city. For him, his current work is not only about technological innovations, but also involves the digital transformation of public administration.

AUTHORITY FOR TRANSPORT AND MOBILITY TRANSITION

In the context of the Urban Data Challenge, the Authority for Transport and Mobility Transition (BVM) provides its technical expertise in the field of micromobility and plays a key role in shaping the definition, planning and implementation of the Challenge.

BVM is pursuing the goal of making Hamburg even more mobile in many areas, at the same time reducing climate-damaging emissions in the transport sector through a comprehensively sustainable mobility turnaround. In doing so, BVM is making an important contribution to achieving Hamburg’s climate targets. BVM is engaged among other things in alleviating the general traffic situation and harmonising efforts towards social participation through individual mobility and enhancing the quality of life in Hamburg in tandem.

One challenge here is the increasing traffic volume with zero change in available space. This is why the mobility mix needs to be reviewed and reconsidered. Intelligent transport systems (ITS) and the smart city concept are important elements in the mobility of tomorrow, especially in terms of networked, efficient, safe and comfortable urban mobility. There are over 60 projects in Hamburg within the scope of ITS that deal with sustainably modern mobility.

AGENCY OF GEOINFORMATION & SURVEYING & ITS URBAN DATA PLATFORM HAMBURG

In this challenge, the Urban Data Platform Hamburg (UDP_HH) is the “data hub” - enabling collaborative use of cycling and mobility data, allowing traffic flows in Hamburg to be analysed and the findings incorporated into future planning.

As a central platform for Hamburg, the UDPHH pools urban data and makes it available to users – interoperable and independent of the manufacturer. The UDPHH connects IT systems from a range of categories such as business, science, culture, environment and transport. Users can configure the data according to their individual requirements and evaluate, analyse and retrieve data in real time. Public administration, civil society, science and the business community benefit from the synergies and value added.

The UDP_HH was developed by the Agency for Geoinformation and Surveying (LGV) with the aim of making data usable for a wide variety of applications and processes, including participation processes in urban development, intelligent traffic management and social infrastructure planning. The LGV also provides and maintains urban (geo)data. Services related to integrated IT-based (geo)applications are as much a part of the product portfolio as its ministerial tasks in various areas. Thanks to its broad range of services, the LGV directly advances the digital strategy for Hamburg.
